Covert/Black was a mysterious organization with currently unknown purpose and membership. The information of this organization mostly came from the information confiscated when New Siberian Republic, one of the fragments of Russian Federation, fell under pressure of UNSED. Apparently at some point this organization and its Council of Twelve became the secret intelligence agency under NSR, but the organization itself predates the NSR.
It is known that one of the objective pursued by Covert was to oppose UNSED, and to spread their religious belief centered on the deity called The Voice. During its time as NSR's secret service, Covert developed several space stations and interstellar spaceships with technology far superior than that of UNSED, many of which incorporated into UNSED designs before and in the ages of Five World Alliance. Covert is also known to have conducted research into paranormal events and artifact as far back as 2002.
The leadership of Covert centered in their Council of Twelve, twelve individual that operates independently of each other, and an individual known only as the Messenger. The whereabouts of the Council of Twelve is unknown before the formation and after the fall of NSR, while the information about the Messenger is never known.
